MY PLAN FOR THE FUTURE UNDER THE “MAHINDA CHINTHANAYA” PROGRAM.

CONSTRUCTION OF 25,000 HOUSES FOR THE UNDER PRIVILEGED IN THE WESTERN PROVINCE

I have provided shelter for many under privileged families in the Colombo District. This program would be further expanded, under “Jana Sevana” program incorporated in the Mahinda Chinthanaya, with the launching of a scheme to build 25,000 houses in the Western Province for the under privileged. New houses would be handed over to the needy especially to the slum dwellers with a view to uplift the standard of living of our very own people who reside in a socially unacceptable environment. With the implementation of this program I would be able to convert these slums/shanties into high rise apartments and housing schemes. This will not only address the huge social disparity but also help to uplift the living standards of people and beautify the environs of the entire Western Province thus enabling the Western Province to exploit and reap benefits from the massive development boom the country would go through with the impending liberation of the entire country from terrorism in a few more days.

FREE SCHOOL BOOKS FOR THE CHILDREN IN THE WESTERN PROVINCE

I would continue and extend my ongoing program in the Colombo District under the “Nena Guna Naguma” as described in page 55 of the Mahinda Chinthanaya, to continue supporting the free education to all children in Sri Lanka, by providing school books to hundreds of thousands of school children and spread it through the entire Western Province and ensure that a child's education is secured irrespective of any family shortcomings.

INTERNATIONAL STANDARD DIPLOMA PROGRAMS FOR THE YOUTH OF THE WESTERN PROVINCE

Institutes conducting international standard diploma programs will be set up for the benefit of the youth of the Western Province, especially focusing on those who were unable to enter universities. Furthermore, introduce job oriented diplomas and training programs throughout the Western Province to enable the O/L, A/L students not pursuing university education to select alternative modes of education. Centers will be set up to assist and guide the youth to choose their preferred lines of career development. This would groom the youth in the Western Province to reap benefits of the massive economic boom the country would experience at the end of this war.

ASSISTING AND HELPING THE NEEDY IN THE NAME OF HUMANITY

In the Colombo District there are tens of thousands of helpless innocent people who live without basic amenities. Dire lack of toilet facilities is one that stands out. In certain communities, a single toilet is used at least by 50 people. I will change this sordid state of affairs. I will uplift the living standards of this under privileged in accordance to the Mahinda Chinthanaya principles and urgently address this issue to ensure one toilet for at least every 6 people. A permanent solution will be given with the 25,000 housing program for the slum dwellers. Furthermore, other basic amenities for dignified living will be introduced while upgrading the infrastructure such as proper drainage and sewerage systems. The living environs will be beautified with special attention to the principles of green revolution as per the Mahinda Chinthanaya program. The need of the hour is to provide a conducive environment for all to live in dignity.

PROFESSIONAL RECOGNITION FOR THE SKILLED LABOUR

Programs would be implemented to give professional recognition for skilled labour such as masons, carpenters and mechanics as practiced in many Western Countries, whereby their status quo in the society will be upgraded and dignified as per the Mahinda Chinthanaya concept described in page 5 “Dethata Saviya” program.

DISABILITY, NOT A REASON TO BE ISOLATED

At present there is no streamlined system to assist the disabled to obtain wheel chairs, crutches, contact lenses and spectacles. The needy are subjected to many hardships, aggravating their misfortune. This situation has to be changed. In line with the Mahinda Chinthanaya, centers would be set up in each electorate in the Western Province where the disabled could visit and obtain their needs, ensuring that disability will not isolate a person from the society. Create employment and self employment modes for the handicapped to be financially independent. These would assist them to be part of the society like any other person.

SELF EMPLOYMENT - YOUTH EMPOWERMENT - THE FUTURE

As contained in the Mahinda Chinthanaya the youth would be encouraged to achieve self reliance through self employment. There would be special training programs and loan schemes easily accessible to the youth of the Western Province to embrace self employment. This program would be funded and implemented by the Western Province in liaison with international agencies.

END OF THE WAR - MASSIVE DEVELOPMENT BOOM

With the end of the war the country would go through a massive development boom and the Western Province would play a leading role. With the concerted focus on the development of roads, highways and infrastructure the Western Province will exploit the opportunities created by the development strategies. It will possess wide carpeted roads, many overhead bridges that would minimize traffic congestions as illustrated in the Mahinda Chinthanaya “Maga Naguma” program. All schools and hospitals which come under its purview would be developed to national standards. Under the Mahinda Chinthanaya “Nilla Pirunu Ratak” new systems and methods would be introduced relentlessly pursuing the focus on environment, cleanliness and beautification of the cities and the Western Province will be the cynosure of all eyes.

SPORTS TO GUIDE THE YOUTH

All sports clubs which are under the purview of the Western Province would be given assistance for modernization and many new sports clubs with ultra modern facilities will be set up. The intention is to give equal opportunity to every youth to develop and nurture their inborn and hidden talent. Special training programs will be introduced to groom the talented youth to be internationally competitive.
